In New York People With AIDS Have All the Money in the World. New York State Executive Budget 1981-1982 On Paper. On Paper, Cuomo's government allocates money for AIDS. In reality, most of the money is never spent. On paper, no cuts are made in city and state social services. In reality, the budget doesn't cover the 40% increase in AIDS cases. On paper, the government initiates programs for people with AIDS. In reality, those programs are only partially funded and consequently fail. Release the Funds! Act Up at Cuomo's Office.
