Choosing Unemployment Food Love Studio City wants police to sweep out homeless Studio City- Claiming that a growing homeless population has made their community unsafe, residents have asked authorities to declare transients and panhandlers a public nuisance and sweep them out of their neighborhood. Acting on behalf of the Studio City Residents Association and business owners, the Los Angeles Police Department asked for permission Tuesday from the City Attorney's Office to arrest transients in the neighborhood under a state nuisance ordinance. Los Angeles police Cmdr. Rick Dinse said Tuesday that the City Attorney's Office has agreed to study the public nuisance statute of the Penal Code to determine its applicability in cases regarding transients. "A certain amount of criteria has to be met to enforce it," Dinse said. "The fact of being a vagrant is not a crime. It is what a vagrant does that decides whether a crime has been committed." Deputy City Attorney Martin Vranicar, who met with Dinse and North Hollywood Division Capt. Charles Labrew, did not return phone calls to his office late Tuesday. Tuesday's meeting came after urging by homeowners, merchants and police officers who believe Transients are responsible for a rise in assaults, burglaries, robberies, and possibly two rapes in Studio City. Later Tuesday night, Los Angeles City Councilman, Joel Wachs told a group of more than 100 Studio City residents that a representative from the City’s Attorney Office plans to ride long with police paroling the area once a week determine the event of the problem. Dinse said earlier that the representative will likely survey the area, taking a look at the type of behavior police and community members have complained about.
