These particles are small enough to mutate DNA, cause organ damages, permeate cell membranes, bypass the blood-brain barrier and pass into the central nervous system. Existing federal regulations require no new testing or labeling of nanomaterials when created from existing approved chemicals, despite major differences in potential toxicity.
