Justice for All Unless Designated an Enemy Combatant By the President Rights Suspended The United States - The Military Commissions Act (MCA) eliminates the constitutional principle of habeas corpus which protects against unlawful and indefinite imprisonment. MCA also gives the president of the U.S. absolute power to designate "enemy combatants" and to define what is or is not torture or abuse of prisoners.
